Affordable Rural Housing Commission calls for new measures to protect rural communities against second homes

A governent backed inquiry into increasing access to housing in rural areas has urged greater measures to stem the rise in second homes.

The commission says that rural communities risk losing an entire generation as house prices rise beyond the reach of young locals, with one of the major factors in the price increases identified as well-off city dwellers reducing the available housing stock by buying properties to use as weekend or holiday homes.

The commission has recommended several measures to increase access to affordable housing for locals, including imposing extra 'impact' taxes on second homes which would be used to subsidise affordable housing for young local people.

The commission also recommended that the right to buy council properties be restricted to long term residents, with restrictions on the resale of such properties.
